Primary Purpose: Serves as a member of the Business and Finance leadership team. The Assistant Vice President / Chief Facilities Officer has leadership responsibility over all University facility planning, construction, operations and maintenance within a multi-campus environment. This responsibility will also include enhancing the attractiveness and effectiveness of all University facilities. The Assistant Vice President / Chief Facilities Officer reports to the Vice President for Business and Finance with areas of responsibility that include Facilities Maintenance, Capital Planning, Construction, Space Management, Sustainability, and Real Estate / Lease Management.
Essential Functions: 1. Lead in the development of multi-campus facilities plans consistent with the Universitys strategic plan, while accommodating the financial realities of the institution.
2. Provides University-wide leadership and professional direction to a comprehensive facilities management organization that provides: facilities planning, space administration, construction cost estimating, construction and renovation management, facilities maintenance and repair, utilities optimization, custodial/landscape, sustainability, and other services.
3. Directly leads the Facilities Management Organization and personnel on the Stockton campus and provides indirect oversight and leadership to facilities personnel on the San Francisco and Sacramento campuses.
4. Oversees all facility related financial and material resources.
5. Develops and advises on facility related policies and procedures.
6. Leads efforts in facility related process improvement, implementation of best practices, optimization of customer services, and the creation of operational efficiencies.
7. Lead in the deployment of technologies and metrics that will help to ensure a culture of continuous improvement and strategically aligned efforts.
8. Leads the development of long-range capital budget planning.
9. Oversees University wide facility projects from their conception, to implementation.
10. Serves as a university representative to outside organizations pertaining to facilities management.
11. Ensure solid relationships are maintained between facilities personnel and the University community.
12. Understand and ensure University compliance with governmental laws and regulations.
13. Performs duties as assigned or requested by supervisor.
Minimum Qualifications: Education/Experience/Certifications: Bachelors degree. Minimum of four (4) years of leadership experience as a facilities Assistant Vice President, Director or Assistant Director or similar position. Combination of experience to include: organization-wide facility planning, major construction management, facilities operations and maintenance. Ten (10+) plus years of experience overall in facilities operations. Knowledge of state-of-the-art facilities technology used to manage and support facilities operational activities.
Preferred Qualifications: An advanced degree in a related field. Seven (7) years of leadership experience as a facilities Assistant Vice President, Director or Assistant Director or similar position. Combination of experience to include: organization-wide facility planning, major construction management, facilities operations and maintenance. Experience in and a commitment to sustainability. Higher Education experience.
Skills/Knowledge and Expertise: Thorough knowledge of organization-wide facilities planning, design and construction; facilities maintenance management and utilities operation and management. Ability to develop and refine capital planning and budgeting processes. Ability to manage large organizations through intermediate supervisors. Excellent written and oral communications skills. Ability to present information to the highest levels of management and the Board of Regents and potential donors. Ability to develop large unit budgets, adept at forecasting and expense control. Ability to deal effectively with diverse employment work force. Ability to integrate sustainability into facilities design and operations.

Work Environment/Work Week/Travel: Work is primarily performed in a standard office environment. Occasional exposure to outside and varied climates. Work is performed during typical business hours, must be available to work to meet business needs or deadlines. Requires driving on behalf of the University and use of University vehicles.
Valid drivers license required. Incumbent must also be able to meet the Universitys fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
