Bachelor's Degree in Architecture, Engineering, Construction Science, Management, Technology, or a related field. Nine years of progressively responsible experience in design, engineering, construction project management of commercial or institutional facilities, or experience in a related field. Preliminary (conceptual) and detailed construction cost estimating experience preferred. Professional architectural or engineering registration in the state of Texas and/or Certified Construction Manager (CCM) or Project Management Professional (PMP) Certification preferred.
Nature & Purpose of Position/Usual Duties:
Performs highly advanced and complex managerial work for the Facilities Planning and Construction Department including professional development and management of assigned staff, management of operations and outside contracts in all aspects relating to the planning, design, construction, coordination and closeout of assigned projects. Assists Director with administrative task, policies, departmental strategic objectives, architectural guidelines, and the enhancement of core processes for the department.
Primary Responsibilities (Staff Positions Only):
Supports the mission of enhancing delivery of facility projects to the campus community safely and functionally. Plans, develops, estimates, schedules, coordinates and directs various design and construction projects. Reviews and directs computer based project work orders. Assigns and delegates tasks and projects, directs, manages, monitors and evaluates activities of assigned staff in these areas. Prepares, evaluates and manages requests for qualifications and proposals. Oversees and monitors assigned project budgets and schedules. Reviews and authorizes requisitions for services and authorizes payments. Fiscally responsible for various operating and project related accounts, and confers and provides direction to staff to maintain budgets and schedules of projects. Manages design and construction within budget and time constraints and responsible for altering management of potential cost/schedule overruns. Negotiates and manages project related concerns and disputes. Reviews, collaborates, and monitors construction document deliverables for completeness and accuracy. Directs and manages the Texas Department of Licensing and Regulation (TDLR) code for all projects requiring Americans with Disabilities Act (ADA) inspection, and oversees and enforces contract and code compliance on associated projects. Assists the Director with administrative work for the office of Facilities Planning and Construction (FPC) including policy writing, strategic planning for departmental objectives, enhancing core processes, equipment needs, and project post-delivery assessments. Initiates special correspondence and prepares estimates, documents, reports and responses relating to projects and FPC operations. Serves as the administrator and focal point for e-builder Project Management system. Administer and assist project teams, internal staff, campus community and other applicable users in the web-based project management software. Performs other related duties as assigned.
